哥本哈根基礎建設基金 (CIP) 由丹麥能源產業菁英與丹麥政府軍公教退休基金 (PensionDanmark) 於2021年創立，專注於再生能源投資。目前 CIP 旗下共管理 10 筆基金，所管理之全球資產規模高達 190 億歐元。 CIP 投資市場，以打造與本土產業的鏈結為主要宗旨。透過與當地企業夥伴合作開發的模式，CIP 得以將奠基於歐洲的實務經驗、供應鏈連結以及技術導入本地市場，並能受惠於當地合作夥伴之在地知識及資源。CIP 於 2017 年正式成立台北辦公室，於彰化外海開發彰芳暨西島離岸風電計畫 (600MW)，並與中鋼公司共同開發中能風場 (300MW)。兩風場皆已完成融資到位進入建設期。 彰芳暨西島離岸風場位於台灣彰化外海，於2018年經濟部能源局離岸風電遴選中共獲配 600 MW 併網容量，並在2020年2月完成融資到位、正式進入建設階段，於2022年起陸續併網供電。完工後，彰芳暨西島離岸風場將提供相當於台灣65萬家戶所需用電之潔淨能源。 https://www.cfxd.com.tw/ 中能風場開發範圍為經濟部能源局公布之 29 號離岸風力發電場址，經環評確認後，調整風機設置範圍為 36.54 平方公里，離岸最近距離約 10 公里。本計畫於 2018 年 5 月通過經濟部遴選，獲配 300 MW 容量，依規定應於 2024 年底前完成併聯商轉。 https://znwp.com.tw CIP 致力於促進離岸風電一條龍之本土產業鏈。從水下基礎及風機的製造、運輸至安裝均與國內廠商合作，共計超過 80 家台灣本土供應商參與彰芳西島及中能風場的建設中。除了供應商外，CIP 亦與本土銀行、保險公司等金融機構合作密切，從直接參與基金與風場投資、風場專案融資至保險，於各面向共同推動台灣綠色金融，由本土資金支持台灣離岸風電之發展。 Copenhagen Infrastructure Partners (CIP) is a fund management company specialized in offering tailor-made investments in energy infrastructure assets globally – in particular within renewables and the greenfield segment.
